I think it's had some neglect, and a couple bad winters. I think the Pom poms are overgrown. I also think the top of the tree is overgrown. Not sure if I can just lop it off without killing it.
While the outside is still green, the inside is brown. I'm not sure if it's on the way out, or if it can be saved. Let me know what you think. Hopefully you can get a good idea from the attached pictures.
