Eugenia Topiary

Hi! Glad to have found this forum and hoping to get some insight on a 4ft tall, 3-ball Eugenia Myrtifolia topiary I just bought. I noticed that some of the leaves look "dusty". I gave the plant a good rinsing when I brought it home, but it didn't seem to help. It doesn't look like powdery mildew to me, but just want to be sure it's not some kind of mildew or fungus. A snapshot is below.

I'd also like to re-pot it into a more decorative pot, but have read that they thrive on consistency. Should I avoid re-potting it?

To me that looks like something sprayed on the plant at either the selling nursery or the nursery where the plant was grown. Many use foliar sprays for feeding & insect/disease prevention. These frequently can take some time to wear off.
