White growth on shrub

Hi

We bought a new house 2 years ago and inherited a mature garden. We've noticed that one of the shrubs (not sure what it is) has a white growth covering some of the branches and the bark is peeling. There was also mushrooms growing at the base. It looks like the shrub next to it might also start to be getting it. I've attached pics, the branches are dark red. I'm not sure what to do, any help would be greatly appreciated.

Hi paul,I'm not good with shrubs but if its a red dogwood then it could be powdery mildew,id give it a good pruning and if really needed a fungicidal spray.
