Leyland Cyrrus dying?

I have a large stand of Leyland cyprus, 50-60' tall screening my yard on one side. A huge elm tree shaded the bottom 1/2 of eight of the trees and the branchs died from the ground, up to 30' up the trunk. The tops appear healthy. The shading elm is gone and on the advice of a tree specialist, I trimmed off most of the dead branches. It's been six months now, yet even with the application of evergreen fertilzer and plenty of water, no new branches have grown on the lower part of the trees.

Will these trees recover? How long should I wait before removing them?

Sorry to be the bearer of bad tidings but your trees can't break new growth on old wood. They won't grow new branches on the lower trunk.
What is a tree spam? Did someone actually tell you that they would grow new branches?

I don't know what I meant by tree spam. It was an "aborist" so he said, who came out to consult with me. He said to remove the shade tree, cut off the dead branches, clear ivys from around the bases of the cyprus trees, fertilize four times a year and give them plenty of water, all of which I've done. So far nothing has changed. I will try to post a picture.

if I know they will not recover and fill in I will remove them and plant new ones. They do grow fast.
