That's right a Bandmill. Some of you knew at first glance. For those who don't, a motor, band wheels and blade will be added to the center bar, that can be raised and lowered, log put on the track and slabs cut as the mill head is rolled down the track.
I have an 18hp Kohler engine, 19" dia pulleys, 1 1/4" shafts and corresponding pillow blocks.

First I was think incline rail, now I pretty sure it's a band saw mill.
