Will dog pee hurt mature tree?

I have a black oak out front in my median strip. It's young but mature, about 8 inches across. I have bark mulch in a ring about 12" wide all the way around the tree.

Since the tree is in the median, dogs pee there all the time.

(1) Will this hurt the tree?

A neighbor has a similar situation. He put a small stump 3 or 4 feet in front of his tree. The dogs pee there instead of at the base of his tree.

(2) Would a doggie "fake-out" like this be helpful?

Thanks, MG. I got a stump from the town maintenance area and will put it a few feet in front of the tree. It looks natural enough, and can't hurt. :D
