Can any one help me find a conifer that is also deciduous. I have seen these trees in parks that have a light feathery needle that looks to fall off in the winter. Maybe I am wrong.
The needles are not poky, they are tender and soft.

You are on the extreme southern border for Larch (larix), and a bit dry for Bald Cypress (taxodium).
Both are bottomland trees that will survive Kansas with some supplimental water for the first few years after transplantation.
My first choice if it was going to be in my yard is larch for esthetic, and bald cypress for longevity.
