Maple spots: anthracnose or tar spot?

Every maple in our neighborhood has these black spots. I did a little Internet searching, and am wondering if a few of you could confirm what my little tree has?

I'm assuming either one I need to water well, fertilize, and rake up the leaves in the winter.
