Revive my Weeping Cherry

I planted this weeping cherry tree (white) in the spring of '05 and it looked nice when it waas planted. It is located where it gets full sun from noon till sun-down and it bloomed beutifully last year in '06. This spring it did not even attempt to bloom, bud or even leave. The branches are dry but not yet completely dried out.

The only thing I can remember that might have been damaging is it took an aggressive attack from japanese beetles last year and I sprayed the tree with beetle /bug spray in the middle of the summer. I did try to eliminate the beetles with beetle bags but there were thousands of them. The leaves were 3/4 eaten and then were slightly dried up and browning by the end of last season.

What can I do to try to revive it? Is there any hope?
