Queen Palm in shock?

I transplanted a 8' tall queen palm from the back to from yard, leaving the rootball, and soil intact. The tree is still green, but hasn't grown and new chutes in at least 6 months. I have 4 others that are planted within 6 feet of this one, and they are all doing fine. Anybody have any clues? I've read not to fertilize because the roots can't handle it. I am in So Cal, @ 3200ft, so we got snow, and got cold last winter.
USDA zone 9, Sunset zones 18-22??
