Shrub Advice

This is the aftermath from a recent Winter storm here in CT where half a tree fell on these.

Right behind this row of shrubs (what I assume are shurbs) is a fence. I'm not sure if these can be saved and what should be done to either mend them or replace (going to imagine the root network on these will be insane).

Looking for any and all advice.

Appear to be Juniper. Begin by removing any dead or damaged(split,twisted,crushed) wood. Prune back to a healthy juction and take care not to leave any stubs. Time will then be the helper. It may take 3-5 years, but I would expect them to recover, as they obviously have an extensive root system to speed new top growth. A general purpose fertilizer and supplemental watering will also make a BIG difference. I would even advice installing a soaker hose around them at their drip-line.A deep watering ever week or two, depending on the weather is a good idea.
Keep an eye out for pests(bagworms in particular) because now that they are injured pests will be coming in for the kill.
