Weeping willow - young, tall and bent over

Hi everyone. We have a weeping willow, must be 10-12 feet tall, very thin. After the last snow storm it's very much bent over. I'm thinking that the dirt it's in is poor. Thinking about digging it up, making a very large hole for it and adding top soil and compost.

Question is; it's now Fall in Northern NJ below freezing at night. Should I do it now or wait for Spring?

Its the willow, not the soil. Prune it back to your preffered profile.

Never fear, it'll grow past your pruning for ice/snow damage.

You can move it now if it is in a windy location and prune it back to 8-9 feet and add some compost or manure by digging up around the ball and making a saucer with the extra soil.
