worm like insects found on my crabapple tree

we planted some bare root prairifire crabapples this spring. We have very few leaves on them and now we're finding that they're being eaten by something. On the back of one leaf I found a colony of some brown worm like creatures. No hair, didn't see legs. Really looked like worms. No webbing was noted. Any suggestions? I've tried searching catapillars, but can't find anything that matches. Anyone here in WI who has the same issue? PLEASE HELP. :shock:

Soory I cannot help but are the plants in a windy location, getting dried out that would make for few leaves. You might want to contact cooperative extension and ask them what creepy crawlers you have.
