Need help with treating a tulip poplar fungus

Hello, I need help with a tree problem and joined to see if I can find an answer. I have a tulip (popular) tree, about 30 years old. A few years ago I noticed black spots on the leaves, called an arborist who said it is a fungus, not much I could do about it and the tree still had good growth and to let it be. Now, a few years later, the same tree is losing bark around the base. Is the tree dying? :cry: I don't want to lose the tree but the fungus is all the way up on every leaf, and now with the bark coming off with very little pressure I am very concerned. I would add photos but I don't know how at this site yet.
