Trees in containers

I'm building containers for the sidewalk in front of my store, and need advice on the type of tree to plant in zone 7, on a street where winds can gust up to 28 mph. Also need advice regarding how to determine container size.
The site is also very sunny, but I will be able to water regularly.

Might I suggest contacting bureaucrats for your situation since any obstruction above ground is just an obstruction. Find out if they will go for a hole in the ground which would be best for everyone involved.
