Why won't my Japanese Clayera Bloom?

I planted 6 of them in the fall of 2008 and they have yet to bloom. They get afternoon sun (2 or later)
THey are healthy looking except do have fungus or something (black spots) on the leaves. I sprayed them last year and just did so again.

Mine aren't known to have great blooms and the new leaf growth should be reddish.

Japanese Clayera

Mine are very healthy looking with lots of new growth but just have never had even one bloom.

I have 5 Japanese Cleyeras at the house I've lived in since early 2009. In the spring/summer of 2009, all 5 produced beautiful blooms. In 2010, not one of them did. This year remains to be seen.

Do they--by nature--bloom every other year?
