Maple leaves with black spots.

I was walking today and I saw this tree with black spots, but it's raised and looks like the black could be scraped off or something. I didnt try (it looked kind of gross) but it seemed like you might have been able to. It appeared to be on every single leaf of the tree (or atleast when I looked I couldnt find one without it). I was just wondering if anyone knows what it is? I saw it further down the road on several other trees, but not to the same extent.

I'm thinking that is powdery mildew, but, it would be best to have a member confirm that. I have read that diluted milk does the trick for this fungal disease.

Also, aerated compost tea.

It wasn't powdery at all. it looked like if you scraped it off it would have been more like a gooey sort of thing.
