How about cutting back a Forsythia Bush

I have a very large Forsynthia Bush about 8 feet tall. Can I cut it back in the fall? I'd like to take it down to about 5 Ft. Or should I wait until spring after it flowers?

This article says that the best time from pruning is in the spring after they bloom. I was asking myself the same question yesterday.
