Cutting back a Wedding Vale hedge.

I have a large Wedding Vale bush that I would like to cut back now that it has bloomed and is dropping all it's buds. I want to build a better trellis for it to climb on next year, but I don't want to dig around it's base during the Spring growth season for fear of cutting it's root structure. Can I cut it back and if so, how far down can I trim it?

Maybe I'm calling this viney plant something it is not. My sister said it was Bridal Veil but it starts new shoots every spring and climbs up a wire trellis and hangs over the top of the trellis and blooms many very fragrent white flowers in the summer months. We do cut it down to the base woody strands in the early Spring and it grows like crazy until the summer bloom. It gets so top heavy that it bends the wire trellis over and that is why I want to build a more sturdy wooden trellis for it to climb on then hong over. Does this make any sense to you or anybody else?
