Cutting Back Golden Vicory Bushes

Is it OK to drastically cut back a Golden Vicory bush during the Fall season? I have a huge bush that I would like to trim to about half it's height. It is presently about 7 ft. tall.

I also have a small Golden Vicory that I would like to dig up and transplant to another spot. Is it to late to do that?

I live in Cleveland and we have about 6-8 weeks left before it really gets cold. Althought it may snow in the next 4 weeks.

Yes to both questions but remember when you prune heavily you'll have to look at it all winter. and don't forget to put a handful of bonemeal in the hole when you transplant.
