leaf gall on azalea

I've read about and seen pictures and what I found on my azalea today looks exactly like leaf gall. But it makes no sense. They are 12 years old, very healthy looking other than 3 spots of this ugly stuff and we haven't had ANY rain for at least 10 days and I haven't watered them at all. I'm in NY. Today it's 101 degrees and 29% humidity! It's like the hot desert out there. Is there something else that looks just like leaf gall? I've never seen this before. Thank you.
