Something is growing in my Maples.. HELP!

We have two big maples in our back yard and I just started noticing something growing in them a few days ago. When I got home from work tonight it seemed like it had gotten much worse. I just took these pictures, so forgive the lighting. I'll try taking more picture tomorrow in the daylight. The little blobs are white, about the size of a pea, and only on the underside of the branches. I'm nervous that we have a bug infestation! :oops:

I've got a similar problem, but I see very little on the branches & twigs, it's mostly on the underside of the leaves:

Is this the same thing? Is it a problem that needs to be addressed? I just noticed it when pruning back some of the lower branches over my driveway. It seems to only be affecting my maples. I see a few branches that are not dead (yet), but have absolutely no foliage on them whatsoever, not sure if it's related?
