Bare Cherry Laurel

I planted compact Cherry Laurel bushes two years ago. Last year all of the leaves fell off of the bottom of the bushes. I was told to fertilize during the winter and spring. I have fertilized to no avail. Bushes are so bare with leaves only on the top that I have removed all of the lower branches and just have a ball of leaves on top. Now the leaves on the top of the plant are turning yellow and falling off. help

Sounds like nitogen deficiency but also too it could be too wet drowning the plants. I'd bet that's what it is. Can you pop them up out of the ground so the crown sits higher then the soil around it. It just might be too late.
