Fungus/mold on the tree?

Hi,
I'm new on here, in Seattle.
I noticed a few weeks ago a green growth covering the bottom branches of the conifer-like tree in my yard and seemingly killing the tree. Was wondering if anyone had any advice on how to proceed to save the tree.

I cannot find a matching symptomology in Diseases of Trees; my suspicion is that the needle drop happened earlier and the green is just algal growth on dead wood. Any images of the tree when it was healthier?
