Sick tree

Hi everyone,

Can anyone help me identify this tree? My neighbor told me it's an olive tree but he isn't sure.

It's always been in good health but starting in January of this year the leaves of a quadrant started to die. Right now the rest of tree is growing quite a bit except that quadrant. Can anyone help me with why it's dying in that part and what can I do to make it grow again?
