lilac blight

I live on a small city lot, and take the liberty of managing adjacent gardens. My neighbor has carpenter ants (probably due to structural problems) and has had someone spraying the foundation for about 2 years. Since then I have noticed that lilacus vulgaris and a beautiful new french lilac have developed terrible fungus. Is there a connection?

I don't know the answer to your question, but hopefully someone will come along who does...
