Specimen Plant Suggestion - Full Sun

Hello. I could use some help with a plant suggestion.

I am looking for:
- small sized tree (4-8 feet wide and up to 10 feet tall)
- full sun
- zone 9
- blue-ish in color
that could serve as a focal/specimen plant. I was considering White Pine Pinus parviflora 'Blue Angel' but have not been successful locating it at any nearby nursery. Is there anything similar that I should also consider?

There's a dwarf blue cedar that only grows to 10 feet tall:

Horstmann Blue Atlas Cedar
Dense, dwarf form to just 10 ft. tall after 10 years. Needles are blue-gray.

Oleanders are all over the place in Calif and grow to about the right size, fragrant flowers, blueish green foliage

Toyon, aka California Christmasberry, Christmasberry, California holly,
is a Calif native shrub, Another name for it was Hollywood and it is what gave the town of Hollywood its name! It grows about the size you are looking for -- usually is 6-8 ft. high and 4-5 ft. wide, can get bigger. It's evergreen, with dark slightly bluish green foliage and grows lots of flowers and red berries. Very pretty. You would probably have to find a native plant nursery to find it, or order on-line. www.yerbabuenanursery.com carries it; and I'm sure others.
