eaten leaves on cream edge dogwood bushes

Last year the leaves on my mature cream edge dogwood bushes were eaten to the point that some of the leaves looked like lace. The underside of the leaves had little white cotton like puffs on them. What is it and how can I prevent it this year. This is in central PA
