Mango tree, odd growth?

I recently repotted my mango tree, as I felt it was limited growth. But for some reason it still is not growing well.

Essentially the stem is around 1-2 inches long, while the leaves are going on three inches, while they are lifting up slightly, they are touching the soil around the stem and sagging.

The leaves are a bright green colour, so they are clearly healthy, I just find it baffling the leaves still grow while the stem does not.

pics? if we're talking mango-tree, from the fruit, in my experience it adds a bit of stem every time it adds more leaves. I'd wait it out a little longer in the new pot.
