Need advice on Dwarf Japanese Garden Junipers

Not quite sure how far from the curb I should plant theses low lying shrubs so as to create a nice lush carpeted look?? I'm hoping not to plant them to close to the curb- b/c then I will have to prune them and that will subsequently create an ugly and bare-spotted look to them.
