Another plant identification please

I am sorry but you guys are so helpful. I don't have the full shrub/bush picture but I have a branch with the leaves.

I am sorry if they are bad pictures but just maybe someone might know what they are. They have been planted all over town lately and are all about 5-6 feet now. Any ideas?

If your city has been planting them "all over town," a phone call to your Public Works Department or maybe Parks & Rec should yield the name of the tree.

4 to 5 feet seems tall, but the leaves and stems look like roses to me. Any buds?

OMG...I am such an idiot....I posted the wrong picture. LOL....That was a picture of my cankered Rose. I am sorry.
