Weeping Cherry

I have a mature weeping cherry, but only part of it weeps! I was told to cut all the shoots that grow straight up???

Correct. If you have any shoots that start to behave like a normal cherry, the tree is "reverting". (you can see the same kind of issue in variegated plants that go back to being entirely green). The non-weeping shoots need to be cut right out - do not just cut them back, but take them out flush with the trunk. As it is a cherry, there is a risk of bacterial canker at this time of year, so leave it alone until June/July. Don't forget to paint wound with a pruning sealer.
