What is this living under my Euonymus?

Can someone please identify this? It looks like a giant Sci-fi cocoon or caterpillar sac. There are plenty attached to the branches of my Euonymus near the crown at ground level. Is it harmful and how do I get rid of it safe<a href="https://s533.photobucket.com/albums/ee340/aphid_2008/?action=view&current=tbg024.jpg" target="_blank"><img src="https://i533.photobucket.com/albums/ee340/aphid_2008/tbg024.jpg" border="0" alt="Photobucket"></a>ly?

Try Agrobacterium tumefaciens?
