Trees are ailing?

We have three trees on our block that have good leaf growth near the trunk, but are all naked of leaves near the end of the branches.

One is a maple, one a red maple, and one some kind of tree I'm not familiar with.

I've attached photos of the first two so you can see what I'm trying to describe.

Any ideas what this is? or how to fix it so these trees have full growth?
