tomato vs. pepper leaves

so I've got lots of little pepper and tomato seedlings going and I thought I labeled them all correctly. but one of the ones I labeled as a hot pepper is developing a furry stem and the true leaves are jagged, not with smooth edges. does that mean it's really one of my tomato seedlings?

I would say definitely yes Leebah. In my experience with Tomatoes and Peppers the former have visible hairs on the leaves and stems; the latter appear to be quite hairless. Also, the jagged true leaves support it being a Tomato.
