New plants in trouble

I purchased several tomato seedlings. I am now seeing some almost microscopic brown specks under leaves and some white that may be webbing, I'm not sure, but I'm afraid this is insects.
Is there something I can do to save these plants? :cry:

You could mix 1 rounded tsp. baking soda in a spray bottle of water and spray it on top of AND underneath the leaves.

I will give it a try if it ever stops raining. I would take pictures but it would probably not show up good. I would like to get this under control before it does serious damage.
This is day 5 of rain or drizzle, now I'm worrying about the lack of sunlight for my tomatoes. Last season this same thing happened and lasted for quite a while, then it became so dry it was drought like for weeks. The back and forth extremes seemed to stunt my plants and the powdery mildew was awful.
I'm thankful for my well but do have concerns about the rusty water.
