What is this white stuff growing on my tomato plants?

Those are roots.

Tomatoes are capable of growing roots from anywhere on the stem. If the stems were sprawled on the ground, buried under grass, or even if it has been extra humid, they may start growing roots like this.

Yes, what applestar said. All those little hairs on a tomato stem will grow roots under the right conditions. Must be pretty damp in there.

Yup, and yup- those are roots. Sometimes, I get those on my tomatoes before planting, so I just concider the whole stem where the roots are growing to be actual roots and just plant them underground.

How often are you watering?

Technically, the roots aren't a bad thing, but they often indicate that it's very wet down there.
