bulldog tomato plants

All my tomato plants arent growing tall but they are growing wide. Is this normal? Defintely diffrent results from last year. They are about foot and half to 2 feet max but easily 3 foot wide plus. I just lost a major branch from a storm I already have beefy steaks in the ground but there isn't much to tie on to. Should of I put a cage first? Then a stake. Should I start tying up the branches even though they are only 6 inches from the ground.
