After trying several different pots and soil this year the entire problem with the past attempts to grow tomatos seems to be using those clear plastic greenhouse tops. The location gets so much sun and heats them up so much that it causes huge amounts of evaporation. Usually the water is so thick on the inside of the plastic that you can't see in. Well that caused it to be in basically a constant rainstorm and despite not really watering that much the plants got slight stem rot and collasped as they got bigger. This year no stupid plastic tops just more frequent watering to make up for it and I have this:

1dozen healthy(as far as I can tell) tomato plants and the rest are marble and bell peppers. When should I move them to the bigger pots?

Well, you can pot them up but, don't move them outside until all signs of frost have gone.
Also, take them out of the peat pots when planting and pinch off any branches that are below the crown. Then bury the entire stem.
Seems drastic, I know but, it really works. Also, use a 6-8 foot cedar pole and tie the vine to the pole with old nylons that are cut up. Works great.
