about 2 weeks ago I bought some tumbling tom plants from my local garden centre. I have been watering these regularly and kept them inside on the kitchen window sill untill it warms up outside but they show no sign of 'tumbling'.
what could be wrong?

By tumbling you mean "weeping," draping over the pot edge? I think that's just patience. The plant needs to get big enough that it weights itself down. It will grow straight up at first.
But window ledge is not really enough sun for a tomato. The sooner you can get it out the better. They are more cold hardy than people give them credit for. As long as your nights are 40 or above, it will be fine to bring it out and start hardening off.
