Fertilizer

I was recommended to use a fertlizer for transplanting and for growing tomatoes that is high in phosphorus and low in nitrogen.
Here on the island (Aruba)there are no large varieties of fertilizer,I can only get 20-20-20,and 10-30-20 at the moment.
Is the 10-30-20 okay?It is water soluble.
It is VERY hot and windy these days here.(96-100F).
