Holes and White Bugs on Tomato Plant - Need Help

Thought I just had white spots. I looked closer and and saw there are actually small holes as well. Also noticed very tiny bugs, too tiny to identify. Any ideas?

Tiny white bugs on the leafs could be Aphids.

Honestly the bugs don't really look white. The subject of my post was edited to say "white bugs". The white "spots" are what I noticed at first. But when I got to looking, I saw tiny holes in the middle of the white spots, as well as a few very tiny bugs. They are so tiny, they are really hard to identify. May be babies, I guess. In any case, I decided to apply a soapy solution and will see where it goes from there. Thanks for the reply Roger!

Flea beetles. They prefer radishes so if you plant them around/near --the beetles will leave the tomatoes, potatoes and peppers alone.
