No, It doesn't matter, for three reasons. 1) for a good sized bucket of water it takes longer than over night for chorine to outgas, especially for cold water. 2) most municipalities don't use chorine any more, they use choramine, which stays around a lot longer, and 3) unlike fish, plants are not sensitive to choramine or chloramine (unless we're talking about a few types of very rare orchids).
