No blooms on 'maters

This has been a problem before, no blooms appearing on tomatoes. The first two I planted were decimated by grackles but I buried them deeper and they came back. I hung CD disks to swing in breeze and it seems to keep the birds away. The second two are doing well also. They are about 1 to 1 1/2 ft. high and don't see any blooms yet. This is a new garden plot but what does soil need to make plants bloom? They were'nt planted till 2nd week in May due to cold and rains. I use fish emulsion and a little barnyard manure.

I think all they need is a little more time.

It's magic, some blooms appeared overnight on two of the plants.
