White Spots on Leaves

Hello,

I'm growing some tomatoes and I just noticed that there are some white, cloudy spots on the top-side of some of the leaves. They come off when I rub them. Is this a fungus or something else? Can I treat it with a fungicide (and if so, can you recommend one)?
