If you trade live plants how do you know if the state the person you trade with allows the import of those plants? I know some states like California or Florida don't allow certain plants to be shipped there, Citrus for example.

I want to send some tomatoes and pepper plants and a eggplant to a friend in Maryland.

From MD to CA, you're right, It shouldn't be shipped. From CA to MD, I'm not aware of any restrictions.

Maryland has enough frost, that many of the more exotic beasties and germs cannot over-winter.

This site has rules and regulations for shipping of nursery plants, but in the pdf's there are contact information. Maybe contacting someone on their lists could answer your questions.
