Weed Problem growing into my siding and through my window

The other day I noticed a leaf in my house, and discocered it to be a vine that grew up into my house siding and somehow worked its way into the house by going under the window sill.

I just installed a pretty flower bed in my front yard with flagstone wall around it.

I would like to do the same thing on the side of my house to sort of cover up the weeds, but I don't want to have to do as much digging as I did with the flower bed.

Do you think I can lay down some kind of landscaping fabric, dig a trench and put a new wall up, and just fill it in with compost, soil, and mulch?

Would the fabric keep the weeds from growing through? Or would I be better off digging them up and out?

The only problem with fabric it will prevent plants from sending out growth and if you put mulch on top the weeds will still grow so you might be better off to roll up your sleeves and start digging and amend the soil so its friable and the weeds will come out easily.
