What low growing shrub to plant?

I am looking for some ideas on what to plant on this slope. I just piled dirt on top of mostly rock and grave base. I am looking for a low growing bushy plant of some kind that loves sun. I would like it to be flowering, we have thought about Heather. Drought tolerant and low maintenance would be nice.

Heather sounds nice — that would bloom in what? Spring? Naturalizing bulbs might be good, too.

What about lavender and oregano or perennial sage for summer? Butterfly flower (Asclepias)....

...hmmm... I’m realizing I’m listing perennials not shrubs — did you want something taller?

I was also thinking Arctostaphylos uva-ursi, but that is very low growing, I believe.

...eta...

I was looking up to see if A. uva-ursi is native to Oregon and there seems to be a different species there —

I would love to plant azaleas but the deer would love them even more.

North Privet, Forsythia, Crapemyrtle, Beautybush, American Hazelnut, Pee Gee Hydrangea, etc. are some easy to grow bushy plants. You can use them!
