Help me kill these Vines

Does anyone know of these vines and/or know how to kill them permanently they’ve been ripped out of the ground and off the bush numerous times but keep growing back in the exact same place and they’re near some power lines which we can’t let them get to and we need to kill them and make them stay dead

They are wild grape vines and are very difficult to eliminate. Cut it all back to below ground level, bury and cover the area with rock or other impermeable mulch. Then watch very carefully for new shoots popping up elsewhere. The roots can travel 20 feet under ground. Get rid of EVERY new shoot that comes up.

When they bloom they are a great trap crop for Japanese beetles, will attract the JB's away from everything else, so if there's a little corner where you can leave some, it is useful.
