Red banana plant shrinking and yellowing

Hi, I've had this red banana plant for a few years and it has been about 8ft tall in it's good times, but then it started shrinking and right now it's small and yellow. This is a hot summer in SoCal but I'm afraid to over-water it since I'm not even sure it's suffering from too little water or something else. Please help!

Definitely not enough water. Bananas need to be flooded at least 2-3 times a week. They also like a lot of potassium. We use 10-20-20 fertilizer. BTW, if the banana was growing well it would be too close to the fence. You need at least 7-10 ft away from structures. Banana clumps expand and the clumps need to be managed.
